SB 63 · Regional Transit Measure

The cost-saving commitments of Muni, BART, AC Transit, and Caltrain, tracked against primary sources

In November 2026, voters in five Bay Area counties decided on a 14-year sales tax for transit. The state law behind it, SB 63, also requires four of the region's largest transit agencies to commit to savings found by an independent review, and ties their share of the tax money to following through. This site tracks each commitment against public records.

How it works

  1. Done May 22, 2026

    Independent review, Phase 1

A consultant hired by MTC lists cost-saving “early action strategies” for each agency.

  2. Done June 16, 2026

    Agencies commit

Each agency's board adopts the Phase 1 strategies it commits to carrying out.

  3. Up next

    Independent review, Phase 2

Only if the tax passes: a deeper menu of cost-saving measures, due 480 days after the election is certified.

  4. Later

    Implementation plans

Each agency adopts a plan saying which Phase 2 measures it will carry out, and must follow it.

  5. Later

    Funding depends on it

To keep receiving tax money, each agency must show MTC it is complying.

MTC lists an estimated completion date of June 2029 for every adopted strategy (MTC Res. 4743). An entry is marked missed when a statutory deadline, or a completion date set by the agency or MTC, passes with no source showing the action was taken.

Next step Election results certified (county elections officials): No statutory deadline.

Next deadline for the agencies Each agency submits a draft implementation plan to the oversight committee: 120 days after “Final Phase 2 analysis adopted” (date not yet set).

SB 63's efficiency review covers only these four agencies: AC Transit, BART, Caltrain, and Muni (Gov. Code §67762(a)). Eleven other agencies receive a share of the tax but are not part of the review, so they have no efficiency commitments to track.

Some of them must still show MTC that they are keeping up their own funding for operations instead of replacing it with tax money (the “maintenance of effort” rule, §67770). This tracker does not cover that requirement.

“Unverified” means no primary source has been found for the entry's status. The tracker makes no claim about those entries.
